Već nekoliko mjeseci traje agonija građana BiH koji su postali roditelji nakon 12.februara 2013. jer njihova djeca administrativno ne postoje. Ustavni sud BiH donio je presudu kojom se izvan snage stavlja državni Zakon o matičnom broju i ona je službeno stupila na snagu 12. februara, kada je objavljena u Službenom glasniku BiH. , pa novorođena djeca ostaju bez matičnog broja. Stranke iz Federacije, zbog problema u tom entitetu, srušile su tri zakona – o matičnom broju, o državljanstvu i o prebivalištu i boravištu.Prije toga, u maju 2011. godine, Ustavni sud BiH donio je rješenje kojim se Parlamentu BiH nalaže da državni Zakon o matičnom broju usuglasi sa Zakonom o teritorijalnoj organizaciji Republike Srpske.Kako navodi Dnevni list, riječ je o naredbi da se u Zakon o matičnom broju BiH ugrade službeni nazivi opština u Republici Srpskoj koje imaju dvojna imena. Riječ je o dvadesetak opština, primjerice Bosanskom Brodu/Brodu, Bosanskom Šamcu/Šamcu, Bosanskom Novom/ Novom Gradu, Skender Vakufu/Kneževu, Bosanskoj Dubici/Kozarskoj Dubici, Bosanskoj Gradiški/Gradiški, Mostaru/Istočnom Mostaru, Stocu/Berkovićima, Ključu/Ribniku, Jajcu/ Jezeru…Od 12. februara situacija je takva da službenici Ministarstava unutarnjih poslova nemaju više nikakve zakonske osnove i uporišta da dodjeljuju i upisuju novorođenoj djeci jedinstveni matični broj, odnosno da ih upisuju u matične knjige rođenih.

Improvizovalo se, kao i obično, pa su „nevidljive“ bebe dobile privremene matične brojeve kako bi mogle ostvariti osnovna ljudska prava. Jedini nedostatak, ništa bitan nekim tamo koji odlučuju, je da po osnovu privremenog matičnog broja bebe mogu ostvariti pravo na zdravstveno osiguranje jedino na teritoriji BIH, da ne mogu dobiti pasoš i još neke sitnice. I tu je kap prelila čašu…
Zbog bolesne bebe, koja se mora liječiti u inostranstvu a zbog privremenog JMBG ne može dobiti pasoš javnost se digla. Protesti su počeli pred Parlamentom BiH. Protesti i glas zdravog razuma. Napokon.

Danas su se ljudi kojima je stalo i koji hoće Belmini da omoguće liječenje u inostranstvu došli ispred Parlamenta BiH. Građani traže zakon. Bebe traže zakon. Nadam se da će ga naći. Podržite bebe, proširite vijest ako ne možete biti tamo. To je najmanje što možete uraditi.

Invisible babies

Because of one sick baby which needs to be treated abroad and cannot get her passport due to the temporary JMBG, the public stood up. The protests began before the BiH Parliament. The protests and the voice of common sense. Finally.
